David Townsend is the Chief Executive Officer and President of EB5 Florida Real Estate Regional Center. He founded Park Development Corporation in 1996 and City Center West Orange LLC in 2013. He has more than 38 years of real estate, finance, development and marketing experience. He earned a Master of Business Administration (MBA) in Finance and Economics from the University of Detroit,
With a broad knowledge base, David has proven himself a highly successful and respected real estate developer. He is known for his Class “A” mixed-use developments that maximize land use, aesthetics appeal, and financial returns. He currently has 2.8 million square feet of mixed-use, retail, office, and multifamily projects under development and another 7.2 million square-feet in the pipeline.
Brian Robinson is a Vice President for EB5 Florida Real Estate Regional Center, Vice President of Operation for City Center West Orange, and has been with Park Development since 2005. He has more than 25 years of experience in commercial real estate finance. Brian has worked for several financial institutions where he was primarily responsible for structuring acquisition and development financing facilities for commercial borrowers. Brian earned a Bachelor of Business Administration (BBA) in Accounting and a Master of Business Administration (MBA) from East Tennessee State University. Brian is responsible for arranging traditional financing for development projects as well as a multitude of operations functions, especially for City Center West Orange.
Jean Amm is the Vice President of Development for EB5 Florida Real Estate Regional Center, Senior Vice President for City Center West Orange, and has been working with Park Development since 1999. He has nearly 30 years of civil engineering, project management and construction management experience in the public and private sectors. He earned a Bachelor of Science in Civil Engineering (BSCE) from the University of North Carolina at Charlotte and a Master of Business Administration (MBA) from Webster University. He has a Class A General Contractor’s license from the State of Florida (CGC 061830) and is responsible for all development and construction activities, including site selection and evaluation, due diligence, entitlements, and coordination with governmental agencies, consulting architects, engineers, and contractors.
Elizabeth Townsend is a Project Analyst for EB5 Florida Real Estate Regional Center. She started with Park Development in 2002 as an office gofer while in high school and has been a Project Analyst for City Center West Orange since 2015. She earned a Bachelor of Science (BS) in Industrial Engineering with a concentration in Engineering Management from the University of Miami and a Master of Fine Arts (MFA) in Creative Writing from Full Sail University. Elizabeth is responsible for various in-house research, analysis, and marketing projects, as well as information technology and social media for EB-5 Florida Real Estate Regional Center, City Center West Orange, and Park Development.
James Lavigne is the primary Immigration Counsel for EB5 Florida Real Estate Regional Center and the Founding Partner of American Lawyers International. He has been practicing law since 1975 and specializes in international business law, immigration, contracts, joint ventures, foreign investments in the United States, and international tax advising. He earned a Bachelor of Arts in Political Science and Public Address and Rhetoric, with honors, from University of South Florida, a Juris Doctorate (JD) from University of Florida, and a Master of Laws (LL.M) in International Law, with honors, from Notre Dame University London Law Canter. He has also taught International Business, International Law in Business, and Global Competition as an adjunct professor for Webster University. Mr. Lavigne is a Florida Bar Board Certified International Lawyer and is the lawyer primarily in charge of EB-5 applications through EB5 Florida Real Estate Regional Center.
Sergio Goncalves is Of Counsel with City Center West Orange for Brazilian clients. He is a Brazilian lawyer and has been practicing law since 1999. He specializes in business law, corporate law, international contracts, and EB-5. He earned a Bachelor of Laws (LL.B) and a Master of Laws (LL.M) in Civil Litigation Law from University of Taubaté and has published several legal books in Brazil. Sergio is responsible for the City Center West Orange office in Sao Paulo, Brazil.
José H. Luyanda Sr. is Of Counsel with American Lawyers International and City Center West Orange, especially for Spanish speaking clients. He worked for the USCIS for 8 years and has been practicing law since 1994. He earned a Bachelor of Arts (BA) in Business Management from Inter American University of Puerto Rico and a Juris Doctorate from the University of Puerto Rico School of Law.
Jason Pugh is Of Counsel with American Lawyers International and speaks Mandarin Chinese. He has been practicing law since 2009 and specializes in immigration, litigation, business law, and real estate. He earned a Bachelor of Arts (BA) in International Affairs and a Bachelor of Arts (BA) in Communications from Florida State University and a Juris Doctorate (JD) from University of Florida.
Brian Fooks is the Legal Executive Assistant for American Lawyers International. He has been working with James Lavigne since 2004. Brian is responsible for organizing legal documents, including investor, project, and regional center applications.
